In the 1850s, businessmen and local professional managers in Shebuq advocated for the establishment of a community college. The school is not large in scale, but it is open-minded. An annual investment of 12 million Canadian dollars is made for construction in this area.

The university has a total of 9 departments, including Business Administration, Law, Education, Physical Education and Sports, Literature, Medicine, Science, and Applied Science and Technology. It offers 37 undergraduate majors and over 60 graduate courses. French education is the largest major in the province. The school's medical program is well-known and offers undergraduate pharmacy programs. The school also offers its first French MBA program. The school attaches great importance to practical courses, with over 4000 students participating in more than 1000 company internship projects every year.
