Parents sponsoring immigration in 2025 will not accept new applications

The Canadian federal government will no longer accept any new applications for permanent residency for sponsoring parents and grandparents by 2025. The Immigration, Refugees and Citizenship Canada (IRCC) has announced that throughout 2025, the department will only process family sponsorship applications submitted under the Parents and Grandparents Program (PGP) in 2024. The department plans to process up to 15000 guarantee applications during 2025.

Canadian citizens and permanent residents who wish for their parents and grandparents to reside in Canada for a long time can still apply for super visas for their relatives, which allow them to visit them in Canada for up to five years each time.

Regarding PGP

The Parents and Grandparents Program (PGP) allows Canadian citizens, permanent residents, and registered Indians to sponsor their parents or grandparents to obtain permanent residency in Canada. As the number of interested guarantors far exceeds the available quota, PGP uses a lottery system to issue application invitations to those who have submitted their sponsorship intention forms.

From 2020 to 2024, IRCC issued invitations to sponsors who submitted forms during the 2020 enrollment period.

Reasons for suspension

IRCC has reduced its permanent resident target by 20% by 2025. The reduced content includes reducing login allocation under PGP. The goal in 2025 is to land 24500 foreigners guaranteed by PGP.

In the early immigration level plan released in 2023, IRCC set an immigration target of 32000 people for 2024 and 34000 people for 2025.
