The Canadian federal government has limited the number of study permit applications for the remainder of 2025 to 505162. The upper limit will take effect from January 22 to December 31, 2025. This department will only process study permit applications before reaching the upper limit. After reaching the upper limit, any further applications will be returned without processing, and the application fee will be refunded.
The upper limit amount includes already submitted applications and does not include the number of study permits that will be approved this year.
Who can be unrestricted
According to the new ministerial directive, the following study permit applicants are exempt from the above processing limit:
1.The applicant wishes to renew their study permit at the same designated learning institution (DLI) and maintain the same level of learning as their current study permit.
2.Applicants who are bound by an unenforceable expulsion order and hold a temporary residence permit valid for at least six months.

Sponsored by their Canadian relatives, immigrating through domestic sponsorship;
Is a protected person;
I have applied to become a permanent resident of Canada and obtained an exemption order for my study permit; perhaps
They are family members of any of the aforementioned individuals.
Applicants applying to study at DLI in Canada as exchange students.
Applicants applying to study at DLI managed by federal departments or agencies.
Applicants who have received non Canadian scholarships managed and funded by Global Affairs Canada.
Applicants who have been selected to participate in the pilot project for French minority community students.
The applicant is currently in Canada or entering Canada and has submitted an application in accordance with public policy regulations formulated by the Federal Minister of Immigration to address crises or other pressures.
According to the temporary public policy regulations, applicants who do not need to apply for a study permit can be exempted from the temporary residency requirements for certain indigenous peoples and their family members.

505162 applications represent the total number of applications that IRCC will consider in 2025, rather than the number of approved applications. By comparison, this number is much lower than the 606250 applications processed by the department in 2024. In addition, IRCC's goal for 2024 is to approve 364000 study permit applications, and the target for 2025 is still unclear and is expected to be lower than the number for 2024.
